[ There's a sense of comfort and security that Uriel feels, being around Vero. No one else makes them feel quite the same. Sure, there's a place in their heart for Chrom and the other Shepherds - they believed in them when they didn't believe in themself, stuck with them thick and thin - but Uriel died and came back to life solely for Vero. If not for him, who knows where they'd be? Certainly not in a home they made for themselves outside of Ylissetol, living a quiet life with someone they... love. They love him. And he makes them honest to god happy.
