Why wouldn't he be? It's a snow day and so Yuri's school is closed. He can do what he wants. And as far as he's concerned, Raven can do whatever he wants too - he's off the clock for the day. Which means, and Yuri's really reaching here, that it should be fine for them to finally spend some time together as a couple.
They've been so limited with what they can do but now, NOW - Yuri's at Raven's front door and no one can STOP THEM. Not that he really has anything specific that he wants to do; he just wants to spend time with Raven. Maybe kiss a lil.

And what're you doin' here anyways? [ Someone very clearly hasn't looked at his phone. ]
[ Raven gets it. Or, at least, gets it well enough.
He rubs his neck and steps aside to let Yuri into his humble abode. ] Then come in. You sure aren't gonna get any warmer out there.
[ And, once he's inside, he shuts the door and shuffles in the direction of his room. ] Go ahead and make yourself at home. I'll get ya somethin' dry to change into. [ He loves you but he's not going to cuddle with you while you're cold and wet, Yuri. ]
[Yuri likes to pretend he’s cool as a cucumber and in most instances he is. But even he can admit to feeling a little nervous, tension rising in his shoulders, about spending time at his boyfriend’s house, alone, and for longer than a couple minutes, for the first time. Crossing the threshold and closing the door behind him doesn’t help any.]
